Latin culture appears much more family oriented than
comparative western cultures. The possible reason is the
size of families because of past extraordinarily high
reproductive rates. A pair of grandparents might still easily
have more than 100 offspring, while in the US & Europe,
kids are lucky to have an aunt or cousin or two.

Mexico has placed an enormous emphasis on education
the last 4 decades but still lacks some key elements to
break the still high levels of illiteracy. Although primary
schooling is obligatory it is not compulsory. Secondary
education still requires cash outlays for book purchases
but then creates political loopholes for the awarding of
scholarships to the needy. Local agencies have no input in
school management aside from construction, and are totally
dependent on political funding from the state and federal
governments.

Catemaco has 42 pre-school, 63 primary, 23 junior highs
(secundarias), 8 high schools (bachilleratos) and one
special ed facility. And very few public playgrounds.

But kids are kids anywhere in the world. Generally here
they mostly look busy, well fed, well dressed and, in my
personal view, well adjusted, behaved and well taken care
of.
