In 1992 the Veracruz government established a state run vivero (tree nursery) in Pozolapan, stressing its
importance to the renovation and protection of the Los Tuxtlas environment with a capacity of 15 million
tropical trees and plants annually. By 1994 about 680,000 plants were produced and at one time more than
25 workers attended the nursery. No further statistics are available and apparently the maintenance funds
have disappeared.
Most of the 20 hectares of the vivero are unused and most of the remainder lacks maintenance.
Sitting on a cliff, on the edge of Laguna Catemaco with impressive views of its surroundings, the vivero
can be visited off the La Victoria road, after Pozolapan, on the way to Mimiahua.
Two years ago, in a major press conference attended by the Veracruz governor, the vivero was proposed
to be refurbished with 6 million pesos. Although budgeted twice, that money apparently was reassigned
leaving Pozolapan with 6 employees, a foreman, and a manager apparently resident in Xalapa.
Furthermore, according to locals, biological agents necessary for control of invasive plants and insects are
not available to maintain the vivero. At that time also, the capacity was reduced to 6.5 millons plants but still
no statistics on actual production.
But last year, the State of Veracruz began construction of a university level institute within the boundaries
of the vivero, and plans to offer a degree course on ecology or forest management, or something similar.
Possibly funds for the refurbishing were used for that project.
Although almost weekly one government organization or other expresses its support for reforestation of
Los Tuxtlas, presumably the seedlings will be grown in other areas of Veracruz.
Meanwhile, judging by the number of private nursery owners, locals are doing their best to keep Catemaco
beautiful and flourishing.
